Indonesia’s carbon market is moving from policy to implementation, and the next challenge is putting high integrity into practice. On 7 October 2026 at the Indonesia International Sustainability Forum (IISF), ICGD Executive Director Paul Butarbutar announced Designing High Integrity Principles for Indonesia, now open for public consultation. The announcement came during a session co-hosted by ICGD and the Coordinating Ministry for Food Affairs.

This independent initiative brings together Yayasan Konservasi Alam Nusantara, Konservasi Indonesia, Kadin Indonesia, the Indonesia Research Institute for Decarbonization, WWF Indonesia, APINDO, Koalisi Rakyat untuk Kedaulatan Pangan, and ICGD. Building on global integrity benchmarks, the draft identifies Indonesia’s ecological, socioeconomic, and institutional realities and proposes principles to guide carbon projects and broader climate action.

The session also took stock of progress under Presidential Regulation No. 110/2025. Five implementing regulations have been issued in eleven months, covering forestry offsets, conservation areas, the NDC, the carbon registry, and waste. The national carbon registry (SRUK) is operational, with four forestry projects moving through it, and regulations for energy, blue carbon, agriculture, industry, and Article 6 are being finalized ahead of COP31.

On 7 October 2026, ICGD co-hosted a high-level thematic session at the Indonesia International Sustainability Forum (IISF) with IPL Indonesia, ASLI, IDEAS, and CSIS Indonesia. The message was that industrial decarbonization can strengthen Indonesia’s and Malaysia’s competitiveness, but only if it is designed that way.

Speakers made three points. Competitiveness has to be built in: Indonesia’s solar manufacturers exported about 11 GW in 2025 against roughly 1 GW of domestic demand, and the 100 GW solar program could become their home market if it keeps clean power affordable. Delivery is the harder challenge: of 11 issues raised by industry in ICGD’s dialogues, affordable clean energy was the only one raised in every conversation, while companies like Sunway Group are already moving ahead of policy. And communities must share in the gains, with inclusion starting on day one through fair access to skills and free, prior and informed consent.

The session also launched ICGD Policy Brief No. 01, Anchoring the Delivery Enabler for Green Industrial Competitiveness, developed with more than 80 institutions. Its five recommendations are to deliver affordable clean energy, build the market for green products, give the agenda a home, turn capital into projects, and bring people, suppliers, and data along.

At Climate Week NYC 2026, ICGD, in partnership with Standard Chartered and GenZero, a Temasek company, co-hosted the High-Level Roundtable Investing in Indonesia’s Climate Future: Mobilizing Capital and Partnerships for the NDC.

Indonesia’s Second NDC targets absolute emissions of 1.26-1.49 GtCO₂e by 2035 and could unlock USD 22-33 billion in additional economic value and 1.1-1.7 million jobs by 2030. Delivering it will require an estimated USD 472.6 billion in financing between 2030 and 2035, which makes mobilizing private capital, strengthening sustainable finance ecosystems, and developing bankable green projects essential.

Senior government leaders, financial institutions, businesses, investors, and development partners came together to explore how to scale green investment. Molly Duffy of Standard Chartered Bank gave welcome remarks, followed by opening remarks from Dr. Ir. Nani Hendiarti, M.Sc., Deputy for Food Affordability and Security at the Coordinating Ministry of Food Affairs, and Frederick Teo, CEO of GenZero, and a keynote from H.E. Jumhur Hidayat, Minister of Environment. The roundtable focused on translating Indonesia’s climate commitments into investable opportunities, showcasing priority projects from ESDM, KLH, and other implementing agencies. H.E. Eddy Soeparno, Deputy Speaker of the People’s Consultative Assembly (MPR), and Paul Butarbutar, ICGD’s Executive Director, closed the session with their reflections.
